      New Jersey first-time homebuyer programs

The New Jersey Housing and Mortgage Finance Agency (or NJHMFA) offers mortgage and down payment assistance programs through participating mortgage lenders. Buyers must meet the requirements for the selected loan, assistance program and property.

      NJHMFA First-Time Homebuyer Mortgage Program

The NJHMFA First-Time Homebuyer Mortgage Program provides qualified homebuyers with a 30-year, fixed-rate FHA loan,  VA loan  or USDA home loan through a participating lender. Applicants generally must:

      • Have not owned a home within the previous three years.
      • Meet household income and purchase-price limits.
      • Purchase a home in New Jersey.
      • Use the property as their primary residence.
      • Qualify for the selected mortgage.

The first-time homebuyer requirement may be waived for homes in certain designated Urban Target Areas, although the applicant cannot own another home.

      NJHMFA Down Payment Assistance Program

The NJHMFA down payment assistance program may provide eligible first-time homebuyers with up to $15,000 in financial support, depending on the county where the home is located. Funds may be used toward down payment and closing costs.

The assistance is an interest-free second loan with no monthly payment and may be forgiven after five years. Homebuyers generally must live in the home without selling or refinancing  during the forgiveness period. The assistance must also be paired with an eligible NJHMFA first mortgage.

      First-Generation Down Payment Assistance Program

The First-Generation Down Payment Assistance Program provides an additional $7,000 for qualified first-time homebuyers who also meet the program’s first-generation requirements. When combined with standard NJHMFA assistance, an eligible homebuyer may receive a total of $17,000 to $22,000 toward down payment and closing costs. The additional assistance is also provided as an interest-free, five-year forgivable second loan with no monthly payment.

A first-generation homebuyer generally must meet one of these conditions:

      • Their parents or legal guardians do not currently own residential property, and their spouse, domestic partner and household members have not owned a primary residence during the previous three years.
      • They were previously placed in foster care in New Jersey.

Income, purchase price and mortgage requirements also apply.

      Homeward Bound Mortgage Program

This provides a 30-year, fixed-rate government-insured mortgage for eligible New Jersey homebuyers. Unlike the First-Time Homebuyer Mortgage Program, Homeward Bound may also be available to repeat buyers. It can be paired with NJHMFA down payment assistance when applicable requirements are met.

Police and Firemen’s Retirement System Mortgage Program

Active members of the New Jersey Police and Firemen’s Retirement System with at least one year of creditable service may qualify for a 30-year, fixed-rate mortgage through this programOpens overlay. The maximum mortgage amount is determined by Fannie Mae®, and program interest rates are typically set twice a year (February and August). Membership, mortgage and property requirements apply.

Regional and city programs in New Jersey

Some New Jersey cities offer additional assistance for homebuyers purchasing within their boundaries. Award amounts, application periods and funding availability may vary.

Newark Live Newark Closing Cost Program

The Live Newark Closing Cost Program may provide a $20,000 no-interest loan to eligible first-time homebuyers buying a home in Newark.

The loan is forgiven at a rate of 10% for each full year you continue living in the home. You must use the property as your main residence. Buyers who sell the home, rent it out or move away before the ten-year period ends may need to repay the remaining balance.

      • Year 1: You live in the home for 12 full months. The city forgives 10% of the loan.
      • Year 2: You stay another full year. Another 10% is forgiven (20% total gone).
      • Year 3-10: After living there three full years, another 10% is forgiven (30% total gone). At the end of each full year, the process continues: Another 10% is forgiven until, at the end of the 10th year, the final 10% is forgiven, and the whole $20,000 loan is 100% gone.

      Jersey City Golden Neighborhood Program

Jersey City’s Golden Neighborhood First-Time Homeownership Program may provide eligible low- and moderate-income buyers with up to 10% of the purchase price for a down payment, plus $10,000 toward closing costs, up to a maximum subsidy of $150,000. Rules vary, and the assistance may become repayable if program requirements aren’t met.

The assistance is structured as a grant that carries zero interest and requires no monthly payments, provided the borrower meets the program’s rules. The grant may become repayable if the buyer moves, sells before the affordability period ends, or defaults on the mortgage.

      Trenton First-Time Homebuyer Program

The Trenton First-Time Homebuyer Program may provide between $1,000 and $15,000 toward an eligible down payment, closing costs or principal reduction. Buyers generally must:

      • Purchase an eligible property in Trenton.
      • Meet household income limits.
      • Obtain an approved fixed-rate mortgage.
      • Complete certified housing counseling.
      • Use the property as their primary residence.

The assistance is provided as a 0% interest loan and may be forgiven after the applicable occupancy period.

Applying to New Jersey first-time homebuyer programs

Following some general homebuying steps and exploring New Jersey homebuying assistance before you begin touring homes can be helpful:

      1. Review your homebuying budget. Consider your income, credit, monthly debts, savings and other expenses to estimate a housing payment that fits your financial circumstances.
      2. Consider mortgage preapproval. This may provide an early  estimate of how much you could potentially borrow based on the financial information you provide.
      3. Estimate your upfront costs. Use a homebuyer assistance calculator  to estimate your down payment, closing costs, prepaid interest, homeowner’s insurance and other potential expenses.
      4. Compare state and local programs. Review NJHMFA assistance alongside programs available in places such as Newark, Jersey City and Trenton. This way, you understand which programs may work with your finances, mortgage and preferred location.
      5. Check the eligibility limits. Income, purchase price and assistance limits may vary based on the program, household size and county where the home is located.
      6. See whether you qualify as a first-generation buyer. Eligible applicants may receive an additional $7,000 in NJHMFA assistance.
      7. Connect with an NJHMFA-approved lender. A participating New Jersey lender can explain eligible mortgage options, review program requirements and help coordinate the assistance application.
      8. Apply for mortgage preapproval. Mortgage preapproval involves a more detailed review of your credit, income, assets and debts and may help you understand your potential financing range before making an offer.
      9. Complete required education or counseling. Some state and local programs may require an approved homebuyer course before closing.
      10. Confirm the property and assistance terms. Check whether the home qualifies and review any forgiveness, occupancy or repayment requirements before moving forward. For example, money may become repayable if the buyer moves, sells before the affordability period ends, or defaults on the mortgage.
