Let’s start with vocabulary

Navigating government language can be confusing. Here are three key terms you’ll see a lot when applying for contracting assistance programs, as defined by the Code of Federal Regulations and the Census Bureau.

Small businesses are defined either by average number of employees in a 12-month period, or average annual receipts over the past five years. The exact numbers vary by industry and NAICS code. Check yours here.

According to the Code of Federal Regulations, individuals can be considered socially disadvantaged if they've experienced "racial or ethnic prejudice or cultural bias within American society because of their identities as members of groups and without regard to their individual qualities." In addition, the social disadvantage must stem from circumstances beyond their control.

The SBA determines eligibility for personal social disadvantage on a case-by-case basis. They typically require applicants to submit evidence documenting their experiences.
